The speaker will be Associate Professor Gabriel Balayan, who teaches at Yerevan State University in Armenia. For this academic year he is a Fulbright Scholar at the American University Washington College of Law and the Law Library of Congress in Washington, D.C. He is speaking here as part of the Fulbright "Outreach" program.
The topic of Professor Balayan's talk will be “Competition Between the European Union and the Russia-led Customs Union – Focus on the Situation of Armenia and Ukraine, Including Constitutional Issues and Future Trends.” This should be timely and interesting in view of the recent decision by the President of Ukraine not to pursue EU membership at this time, apparently in response to economic assistance from Russia. Almost every day since the President's action there have been ongoing and sometimes violent protests against this decision in Kiev. Armenia is presently part of the Customs Union but is also talking to the EU.
